Training: ICS 300

Incident Command System (ICS) 300: Intermediate Incident Command System for Expanding Incidents provides training and resources to help develop overall incident management skills for personnel who may be involved in ICS implementation in accordance with the National Incident Management System (NIMS) and helps meet The Joint Commission’s Elements of Performance for National Performance Goal 03.04.01: “The hospital requires that incident command staff participate in education and training specific to their duties and responsibilities in the incident command structure”.  

To Host a Training

The Healthcare Coalition of Rhode Island (HCRI) is offering Incident Command System (ICS) 300: Intermediate Incident Command System for Expanding Incidents to healthcare personnel and other response partners at selected host sites.

To Participate in a Training

If you or staff from your healthcare facility/organization are interested in attending ICS 300 training in the near future (whether or not you are the host), please ensure you complete steps 1 through 4 in the next section.

ALL PARTICPANTS MUST FOLLOW THESE STEPS

Step 1: Obtain a FEMA Student Identification Number

FEMA Student Identification (SID) number is a unique number generated and assigned to anyone who needs or is required to take training provided by a FEMA organization. Your FEMA SID uniquely identifies you throughout the FEMA organization and all its agencies. The goal is for your FEMA SID to serve as your personal identification number instead of your Social Security Number (SSN) in support of FEMA’s effort to decrease/cease the use of SSN for identifying and tracking individuals. 

If you think you have taken online courses through FEMA before, but cannot remember your FEMA SID, enter your email address into this website: Retrieve Your FEMA SID (dhs.gov). If you have an account, your FEMA SID will be provided to you.  

If you do not already have one, register for a FEMA SID: Register for your FEMA SID (dhs.gov).  

Once you register for the FEMA SID then you will have to access FEMA’s training website NDEMU | Login Gov Sign In with a LOGIN.GOV account. If you do not have a LOGIN.GOV account, please create one. LOGIN.GOV will redirect you to the NDEMU Student Portal, which includes a page where you can view and download your Independent Study Course Certificates. 

Step 2: Register and Take Prerequisite

There are four prerequisite independent study courses that must be completed prior to registering for the in-person ICS 300 course (a certificate of completion of each is verification that the courses have been completed, per FEMA guidelines). The prerequisite courses include the most current versions of IS 100, IS 200, IS 700, and IS 800.  Once you have registered for the course, an email will be provided with instructions on where to submit your certificates. 

IS-100.c: Introduction to the Incident Command System introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS).

IS 200.c: Basic Incident Command System for Initial Response reviews the Incident Command System (ICS), provides the context for ICS within initial response, and supports higher level ICS training. This course provides training on, and resources for, personnel who are likely to assume a supervisory position within ICS.  

IS 700.b: An Introduction to the National Incident Management System provides an overview of the National Incident Management System (NIMS). The National Incident Management System defines the comprehensive approach guiding the whole community – all levels of government, nongovernmental organizations (NGO), and the private sector – to work together seamlessly to prevent, protect against, mitigate, respond to, and recover from the effects of incidents. The course provides learners with a basic understanding of NIMS concepts, principles, and components.

IS 800.d: National Response Framework, An Introduction provides guidance for the whole community. Within this broad audience, the National Response Framework focuses especially on those who are involved in delivering and applying the response core capabilities, including:

  • Private sector partners
  • Non-governmental organizations (NGOs)
  • Government officials
  • Community leaders
  • Emergency management practitioners
  • First responders

Step 3: Review ICS 300 Course Opportunities

This is the location where the ICS 300 courses will be listed including the dates, time duration, and hospital location for that offering. 

Step 4: Register for Course of Choice

If you are interested in registering for a course, please use the RIEMA Training Registration Form and complete the required fields of information. When you are successfully enrolled in the course, you will receive a confirmation email. A maximum of 20 students from hospitals will be allowed to register per course; there will be a mix of disciplines invited to each training, per RIEMA’s training protocols.
